Partnership Agreement Signed Between the Institute of Research & Consulting and the Human Resources Development Fund to Launch Specialized Programs for Empowering National Talent
Riyadh — In a step that reflects the Kingdom’s national direction toward human capital development, the Institute of Research & Consulting has signed a cooperation agreement with the Human Resources Development Fund (HRDF – Hadaf), affiliated with the Ministry of Human Resources and Social Development. The agreement aims to operate and implement a portfolio of specialized training programs designed to enhance the skills of national talent and strengthen their readiness for the labor market.
The partnership seeks to deliver modern training programs developed in alignment with real labor market needs. The initiative includes two main tracks: the first is dedicated to employees currently in the workforce, focusing on developing professional and leadership skills, increasing productivity, and improving job performance. The second track targets job seekers through qualification and development programs designed to equip them with in-demand skills and prepare them to secure suitable employment opportunities.
Among the programs to be implemented are professional skills development initiatives such as the “Maharat” Program, in addition to specialized training initiatives covering diverse areas including digital skills, administrative specializations, behavioral competencies, and future skills. These programs aim to enhance the competitiveness of national talent across various sectors.
Under the agreement, the Institute of Research & Consulting will be responsible for executing the programs and overseeing the design of academic and training content in accordance with the highest professional standards. Meanwhile, the Human Resources Development Fund will support and empower beneficiaries through its incentive and support programs, ensuring broader access and achieving measurable and sustainable training impact.
Both parties emphasized that this partnership represents an effective model of collaboration between training institutions and national employment-support entities. It contributes to closing skill gaps, enhancing employment opportunities, and promoting professional stability, in alignment with the objectives of Saudi Vision 2030 to build a thriving knowledge-based economy driven by qualified national talent.
The statement concluded by confirming that the programs will be launched progressively during the upcoming phase, alongside the development of additional initiatives targeting various professional segments. These efforts aim to strengthen the culture of lifelong learning and elevate workforce readiness among the Kingdom’s citizens.
